Vision 2010 - Ten point programme

Declared by Hon’ble Minister of Communications and Information Technology,
Thiru. Dayanidhi Maran

1. Network Expansion

  • - 250 MN Telephone connections by 2007 ….500 MN mobiles by 2010
  • Mobile coverage of geographical area - 85% by 2007 ..…90% by 2010

2. Connecting the unconnected

  • Rural connections - 50 million by 2007 …. 80 mn by 2010
  • Reduce urban-rural digital divide from present 25:1 to 5:1 by 2010.
  • Make available mobile handsets at ~ Rs. 1,000 within one year to spur this initiative
  • Focus on Localization & development of local content to help bridge digital divide in development of tools & fonts in various languages in all major Indian languages by 2007.

3. Broadband coverage

  • Broadband with minimum speed of 1mbps
  • 2007 will be the year of Broadband in India taking broadband connection to 9 million
  • Broadband connection to all secondary & higher secondary schools, public health institutions and Panchayats by 2008.

4. Infrastructure Sharing

  • USO subsidy support scheme for shared wireless infrastructure in rural areas with about 8000 towers by 2007 and 10,000 more by 2010
  • Increase sharing in urban areas from present 25% to 40% by 2007 and 70% by 2010


5. Third Generation mobile services & WiMAX

  • 3G Policy to be announced in 2007
  • Platform to offer enriched value added services
  • A Lead role in introduction of WiMAX technology

6. Introduction & spread of IPTV and Mobile TV

  • IPTV in 70 towns by 2007 and 600 towns by 2010
  • Mobile TV in top 20 cities/towns in 2007


7. Manufacturing

  • Make India a hub for telecom manufacturing.
  • Commitment of US $2 BN FDI in manufacturing in 2007
  • Doubling production in 2007 and quadrupling in 2010.
  • Achieving exports of 6 times from present level of 0.5 billion in 2010.


8. R&D

  • Pre-eminence of India as a technology solution provider
  • Affordable technology for Masses
  • Comprehensive security infrastructure for telecom network
  • Tested infrastructure for enabling interoperability in Next Generation Network
  • Doubling the telecom equipment R&D by 2010 from present level of 10%

9. International Bandwidth

  • Facilitating availability of adequate international bandwidth at competitive prices to drive ITES sector at faster growth

10. Competition

  • Promoting fair and just competition with consumer focus.
  • Promoting collaboration in Public-Private partnership mode.
